On February 10, 2026, the Australian Department of Agriculture, Fisheries and Forestry issued Import Industry Advice Notice No. 21-2026, advising that verification inspections will be conducted on imported rice for human consumption.
 
Purpose and Scope:
This targeted intervention aims to verify that rice exported from Khapra beetle target risk countries complies with Australia's import conditions, specifically to manage biosecurity risks associated with Khapra beetle (Trogoderma granarium) .
 
Key Implementation Details:
  • Effective Date: February 16, 2026
  • Risk Focus: Khapra beetle – recognized as Australia's second most threatening plant pest, capable of infesting stored grain products and surviving for extended periods in shipping containers 
  • Affected Products: Rice (Oryza sativa), classified as a high-risk plant product host of Khapra beetle 
  • Enhanced Measures: Selected consignments will be subject to:
    • Stricter export pre-treatment verification
    • Enhanced documentary checks
    • On-arrival inspection protocols
Regulatory Context:
Under existing Australian biosecurity requirements, high-risk plant products exported from Khapra beetle target risk countries must undergo offshore treatment (methyl bromide fumigation, heat treatment, or controlled atmosphere treatment) within 21 days of export, accompanied by valid treatment certificates and phytosanitary certificates . The new verification action reinforces compliance with these conditions.

Failure to meet import conditions may result in consignments being directed for export or destruction upon arrival in Australia .
